I believe there are 4 techs for each weapon in each game.
And yup, i'm afraid you'll get the scythe and the dual guns at lvl1 with only a single crappeh skill.

Yeah but its gonna be hard to keep it up with all the other weapons. When u get dual gun ur weapon lvl is only at lvl 1 but all the other ones are already at like 20 or 30

Well, I just hope then that you get them early on, so you can use the Dual Gunners in quests and side stuff to level it up. Plus, the Arena helps a lot with skill levels, right?

In vol1 you get your weapon skills to 10, and in vol2 you get them to 20 and you get 8 skills, but, since you get sythe in vol2, would tha mean the max weapon lvl for it is 10? or 20 like the rest?

You don't. You get Xth form after the arena battle with tihaku and "Zenith". Which i guess could be early in the game. But still, I'd prefer to have them with me when I fight those dudes.

Also Arena battles are good for leveling up you weapons. This is because when you counter a skill you get a decent amount of points from it.
