Not gonna happen. Ouka is only teasing Shugo and has no legitimate interest in him, and they're like a decade apart in age.

Also, Shugo is too concerned about his sister's bewbs.

I'm guessing that's because is far more possible Shugo/Rena than it will ever be Shugo/Ouka.
