No,he's talking to Skeith directly.
And the reason Skeith dosn't act like Sora up until that point is because although he has Sora's personality in him,he dosn't have the proper emotions to convey the personality,nor the chance to express himself in anyw ay.
Through Haseo he learns emotions,feeling what Haseo feels and growing on that experience,and he has his own,distinct(copying Sora,of course) personality by the time of the rebirth incident.
Actually, he does act like Sora before that point. In the Japanese version of volume 1, he says "Mitsuketa~" when he awakens inside Haseo, which is playful childish version of "I found you"
In the english version he says it without any particular tone though,and the fact that he was acting childish dosn't represent Sora directly.
He was saying it the way Sora would,without actually thinking about the emotion behind it. by the time he acts again,he's speaking with full knowledge of emotions and why they are used.
Yes, in the English version he says it without tone. In the English version we loose the sense of Skeith's personality that the Japanese version had. Bad job by the localization team.

I partially agree with you, but not completely. It's most likely that when conversing with Skeith in Redemption, he does have a clearer understanding of his emotions, but I think he still felt them earlier. It's just that by then, he's begun to understand them more.
Kinda like... he was feeling/acting as Sora would when he found Haseo without knowing why, but eventually understands that he acts/feels that way because they're his own emotions.

If that makes any sense. I know what I'm talking about, but I doubt
anyone else does. >_>

It whould be interesting if they used Sora's voice actor for Skeith in that scene

To be fair they probably didn't know about the connection at the time. It seems they dubbed Vol.1 without being informed much about the later volumes.
