I heard that you need them to complete the Item Quest, but even that, as I have heard, is a complete waste of time.

IMO means "In my opinion"
and P.S: you don't need the Goblin sets to complete the item quest. Rare items don't count.

). Anyway, the summons for the goblin armor are somewhat useful, especially because of their long range, but they deal neutral damage, so no elemental hits are possible.
