Bom-Ba-Ye. Its the best, I guess, because of the major boost to the thunder element, and thunder coil was my favorite skill right to the end of quarantine.

S/He may have been referring to the more of an Element you have the more damage you are going to deal with that element.

For instance let's say you are using Hells Gate and perform Blazing Wheel, at lvl. 34 the odds of killing a Red Scissors, is low, but there's a weapon before that Kuon or something, that give much more of a fire element boost and you can easily kill Red Scissors in one Blazing Wheel, though they say Element is not very helpful, when soloing you see an incredibly large effect from the elements.

Yeah, but it still does more damage, that's the point I believe he's trying to make, also Bom-Ba-Ye fit's in with all the end game Thunder Equipment. Let's say I'm fighting a normal enemy and equip an item that increases water by 10, but reduces fire by 10, I use Vak Kruz on... let's say a Goil Menhir, the damage would roughly be 130-150, but let's say you equip the exact oppisite of that, your damage would jump up to 175-225. It does indeed matter, but hardly any, mainly you see an incredibly large difference while fighting an enemy with that certain elemental weakness.

So... to fight Skeith use whatever you want.

Hells Gate overall is better. In my opinion it is the best in .Hack Infection.

Bom Ba Ye or Hell's Gate?

Hell's Gate

I used Hell's Gate after i go it for the rest of the game no problem and i had 4 Bom Ba Ye's. You don't even need to get close to skeith to beat him just make sure everyone is at lv.32 and you stay back and keep your team members alive. Then after you protect break have everyone use skills or magic and you can win easy. (I'd get to lv.32 at least)
(i brought Sanjaro and Blackrose)

(Also used Sanjuro and Blackrose)

Hell's Gate. It worked for me fine, and I beat Skieth on my first try at lvl. 29. Fight took 2.5 hours though...
