Naobi gave the higher ups information about TaN and it's illegal activities. This lead to TaN being disbanded and Tawaraya getting banned. Although this could be so he doesn't wreck his disguise.

I don't think Yata is a Security Administrator, he simply runs Project GU and the attempt at removing AIDA from the system.

Incidentally, Shino went public with the info on TaN because Tawaraya was unable to get Naobi to return Ovan to her.

I thought that was obvious.

Yeah, Yata's a special type of "administrator". Normal ones use PCs wearing uniforms kinda like the arena announcer's. The Serpent of Lore, and Yata's job, seem to be related to the original Project G.U., and yes, also the AIDA. We get to see some of his higher-ups in Vol.2. They're dark and omnipotent-ish like in Udeden...
