Not necessarily. Think of Warcraft 3. Instead of having their own, self-contained storylines, each race's campaign is a continuation of the same overarching plot. I think the biggest argument towards Tri-edge being an adversary is his name, Tri-edge. "Edge" often has a negative connotation when referring to a sword.
Finally, I disagree about that being Atoli on the second disc, it looks more like Shino.
