I just started //OUTBREAK and I'm finally noticing an annoying problem. My main party is Kite, Balmung, and Wiseman. When I issue the Skills! command, naturally Wiseman uses magic since he doesn't have physical attack skills. But Balmung simply casts Magic when he can actually help out by doing his physical attack skills. I want to slap Balmung for doing something he isn't even very good at. >.< Anyone know how I can get Balmung to stick with attack skills and Wiseman with Magic skills? Or am I just going to have to manually choose Balmung's options. Thanks for any responses.

As for the skills command, the your allies will just do a random attack skill unless they can get an Elemental Critical. Then they usually use the opposing element.
If you don't want Balmung to use any magic then really your only option is to make it so he doesn't know any magic. In some cases, it's best if he does know magic, so you should switch out his equipment according to the situation.
Or you could manually select all skills for them to use...

One annoying thing i noticed was, when you use magic, it takes away the SP before it actually casts the skill, so if you walk into a dungeon......

The only time that they will use physical attacks is when they are close enough to the enemy to attack physically
So if you issue the "Skills!" command while he is far away from an enemy, he will use magic attacks.

Try selecting physical attack skills only, and set Wiseman on designate target. Wiseman will use magic, balmung will use physical skills.

At first, Wiseman and Balmung would just stand there for me, even if I would issue the skills command or if an enemy was in range. But now they're listening to me. Strange.

Affection levels, I've heard, affect how they listen to you..
