I ened to find grandpa for my ryu book. Is there a way to tell if grandpa is in the area or not? or is it just random?

There are "high-leveled areas" in each server, granpas are (mostly) in those areas

Almost all Omega server areas are Grandpa's, yet they still power my weapons/armor down.

Oh...Well, Try the highest area in Outbreak that you can get...Which would be in the top 60's I believe.
Omega starts off at lvl 70 areas.

this is weird but it has always worked for me at the chaos gate choose random keywords 3 times declining them each time and on the 4th accept it and go there and either it does not have a spring of mist or the very very unlikely chance that it does not have a grandpa but a monsuir,I dont know if this works for everyone but this is what I did

i've found a grandpa on sigma server on a level as low as like 54 before i thought it was amazing, i can't remember the keywords, but he was there i usually look for like 65 and above, but that's just me

Grandpa can be found at any high level areas depending on the server:
Delta: In Areas above Lv. 15
Theta: In Areas above Lv. 20
Lambda: In Areas above Lv. 40
Sigma: In Areas above Lv. 50.

THIS IS FOR ANY SERVER PUT IN NEW KEYWORDS AND PUT CHOSEN HOPELESS AND ANOTHER KEY THAT BUT IT HAS TO BE A WOOD OR WATER TYPE THATS USEFUL I GUESS

The level up/level down thing depends on the areas weather. Rainy and or dark weather places power down weapons but upgrades armor. Sunny/clear skies upgrade weapons and downgrade armor.

What Sephiroth said, and Omega Grandpa is in places above lv 80.
You can just keep saying random until you find a field of one of those levels (which should be 50% of the time) and it's the right element to have a spring of myst (i.e. not earth or water).

You have a 99.9% chance of finding the springs if you use the two words below as the final keyword.
Twin Hills = + armour
Sea of Sand = + weapon
You want to find Grandpa? Put one the the three words listed below as your first keyword - They are the highest level keywords on all servers.
