Both the mobile games online servers are discontinued, a localization is out of the question now.

You can right now, there are ways to get and play .hack//fragment to play on your PS2 or on your PC. People are playing right now today, and we try to schedule a date every Friday. Check out the Discord link in my signature and hit up the #fragment channel for more information.
