I noticed that zelkova say that Haseo can't use his Xth form's max power. Why is that and how does he/you obtain it?

There isn't such thing as "Xth Form MAX", the Xth Form you get during the story stays the same during the rest of the game, with no changes or upgrades whatsoever except for being able to equip up to 4 different Dual Guns, but that's it. There's nothing like a quest or anything you can do to "unlock" its max power, if it even existed.

Maybe Zelkova was referring to how the Xth Form's power somewhat came from the power of the Avatars, in which case Haseo was unable to use it at full strength because they were missing one of the Epitaph Users. If that's really the case though, then Haseo did manage to use such max power, at the very last moments against the final boss.

Sorrow kind of answered this, but I'm just restating the point.
Zelkova's talking about Haseo's avatar reaching it's Xth Form.

Zel says it when you 1st get it in the netslum he says "you can't you use the Xth forms full power"
