Anyone know how one would size down an image to fit the avatar's 115X100 rule?

Technically, yes, but...expect a low quality, and with Paint you won't really "resize", simply cut down the image to the desired size, deleting the rest of the image D:
Perhaps there are websites that help you resize images...Photobucket has an option like that, i think. If not and if you don't want to download Photoshop, i have it, so you could give me the image and i could do the resizing in an instant.

Photobucket.com has some useful stuff in the edit feature. It might as well have a free version of photoshop.
