It won't for the very reason you just stated at the end of your sentence. Toykopop was the last owner of the publishing rights to the .hack mangas, no one since has bought them to pick up this series and the other .hack series that has been released since then.

No, the reason is actually because volume 4 doesn't exist. There is no volume 4. The manga was canceled before the game came out and never made it that far.
