Despite the limited battle knowledge on Tobi at this present time save for engaging combat with Naruto and the others, I have constructed a Fatal-4-way of sorts for the Naruto community to discern and give their opinions upon. It is simple, yet the answers I anticipate are to be somewhat interesting to say the least. The battle initiates, and note that the expected battle awareness of these individuals are all Shippuden based and current, not from the initial, pre-timeskip Naruto series. The combatants are listed above specifically, since each share their own unique Sharingan and their complimentary unique abilities. With that being said, should you find interest in this pass-the-time survey, then also give insight into why you chose whomever it was to emerge victorious. I will reply within a few others' responses for my own choice, though do not automatically assume it to be Itachi based on my avatar/banner.

I vote for Tobi cause he is the founder of the uchiha clan after all and he has level 3 sharingan
but i still have doubts cause i have'nt seen tobi fighting, but originally i would go for itachi since
because of his cool final jutsu, the Susano'o...if only he could steal sasuke's eyes

I vote for Itachi due to his cool and calm attitude and nice jutsu. Sasuke just doesn't cut it for me and Kakashi has barely any original jutsu its mostly copy.

I seriously have to vote for Sasuke. I hate the kid with a passion, but for him to break Tsukiyomi, Survive Amaterasu, and withstand Susano'o, all with Cunning and a Normal Sharingan, that makes him kinda....special.(Note that he is also Short Yellow Bus special)

And if anybody has noticed, Madara had two eyes after taking his brothers, so I see no need as to why he would want to give himself a great handicap like Depth Perception. And sense we have NOT seen him fight, we know nothing of his skills with the Sharingan.

Kakashi has proved to be a great user of it,despite not having the kekkei genkai of the Uchiha. So due to the lack of blood, his abilties can go so far

And last is Itachi-sama.Close second.But losing to his kid brother whose power should be less then his,he dropped a notch. And I say this for one reason. Tsukiyomi is supposedly the ultimate Genjutsu, yet Sasuke broke it so easily. That is when Itachi dropped from No.1 to No.2.

So Sasuke would take the top in my book.

Tobi is Kakashi's friend from before he had the Rasangan, why do you think he wares a mask that only has one eye hole?

You just proved my point. No chance of saving him. Meaning he was going to die. And if you do remember, his whole right side was crushed, meaning his eye was too. Now everybody, please stop with the Tobi=Obito theory because its effing stupid. So Obitobito has Tobi in it. Doesn't make him Obito. And neither does the him only "using" one eye. It just means he's so badass, he doesn't need both of them.

Sasuke doesn't have Mangekyou, so he shouldn't be counted on this. Well, if there's some exception in a surprising event like if Sasuke get some new Sharingan because the older brother dies without having his eyes plucked.

Why shouldn't Sasuke be counted?Just because he doesn't have the Mangekyou, doesn't mean he can't still beat another Sharingan user. Case and point Itachi. He broke Tsukuyomi. Broke it. Meaning he did the impossible and got out of the strongest Genjutsu. So I think he should be in the running just for that.

well, if you read the manga you will see tobi fighting and his strange power. Probabily thanks to the sharingan level 3.
