Try Theta: Roaring Exposed Berserker. I broke some objects here and got atleast 3 Tortoise Shells.

Weird..I was able to get alot of them from there.. Another place to try is Theta: Roaring Discord's Resort. They're kinda rare, so finding them isn't easy. Try kicking the barrels at this place too. If you don't get them, leave, and come back and try again.

Thanks Pi! i just got 2 tortoise shell! 1 by kicking barrels and another in area reward. it takes me about 30+ visits in Theta: Roaring Discord's Resortto get them. hahahaha... thanks again! i really appreciate it! haha

Just so this has an answer, you can get Discord's by getting a B, A, or S Rank in a level 26 area.
