They're naturally gonna power him up for your arena fight. Otherwise, he'd be too easy. =P

if playing the game correctly not necessarily being too hungry for the story and doing all the dungeons and field battles, you can lvl up pretty easily and stay on par with the game, not have to worry bout lvl grinding with that in mind that fight and any other tournament is pretty easy for that matter.
