is there a way to upgrade your guns to shoot more bullets
Yes. After a certain point you get the ability to upgrade ALL weapons (inlcuding rares) using "cheat codes" (チートコード) you find by gate hacking (R1) during any level when the screen goes all fuzzy. At lower levels you just get stuff, but later you get the cheat codes.
When you upgrade the guns, incidentally, they get 2 extra bullets each time for a total of Lv.5 and 18 rounds a clip.
