As TheSorrow said, the Avatars, much like the Phases, possess the ability to Data Drain with the absence of a bracelet.
The Twilight Bracelet bestowed upon Kite was given to him by Aura as a means ( I believe) to combat the Eight Phases and cease Morganna Mode Gone's malfunctioning, as well as aid Aura with her ascension inot the Ultimate AI.
The power Haseo possess in Vol. 3 is 'not' a bracelet, but intsead the power of his Avatar harnessed through an 'Avatar Awakening.' This allows him to extract Virus Cores (much like Kite), but I believe he lacks the ability to Gate Hack, which is unique to the bracelet. He can, however, wit hthe use of Virus Cores, Sign Hack to specific areas.
That's about as far as I know.

Anyway, Haseo won't be banned for one reason: He still needs to be playable after you finish the story like with the end of Quarantine.

he won't be banned, but after he saves Shino and stops the 3rd net crisis, he probably will see no reason to play The World anymore.

But indeed, he may just leave playing just like Kite.
And i'm thinking on the possibility of CC Corp making Dual Gunner as a new class. That way nobody would think of Haseo as a hacker or something :/ (i'm talking about people who join to R:2 later, of course)

Yeah....I hope they dont ban Haseo, cuz that would totally suck and then I'd be all sad for haseo and stuff.
Plus he's too cool to get banned. No oneelse would want to play.
Zelkova, Alkaid, Atoli, etc etc would all quit too...that would be funny.
