Well, let's think of the characters that have appeared in MGS1, 2 and 4
Solid Snake
Liquid Snake (sorta)
Ocelot
Otacon
Johnny/Akiba
Roy Campbell (sorta)

Taking out the other Snakes from the list, and Ocelot and Campbell who don't look anything like that person (and i don't even know what happened to Ocelot at the end of MGS4), there are only 2 options left.
...If those are really the only options left, then whoever it is, it'll cause quite a big "character twist" for the story of MGS altogether.

Here is something interesting: Kojima said that the old man is not Big Boss and that the person appeared at MGS1, MGS2 and MGS4.

the picture with the storm is also a sign its Raiden. sense that storm looks like its gonna Thunder and Lightning like hell. Raiden's name literaly means thunder and lightning.

other clues, White Hair, Simular face shape, SAME Cyborg jaw, is not a puddle of blood back in Shadow Mosses.

idk about the diffrent color eyes tho. thats what stumps me.. did he get new ones?

In my HONEST Opinion.. I belive its definaly raiden. I mean they put too much effort into making him a total bad ass to not put him in the next game as a playable character.

You didn't finish Metal Gear Solid 4, did you? This is his ending. He no longer wears the exoskeleton.

it doesnt have the cyborg ninja look, its just a more Casual human body version, so he can live a Somewaht normal life.

Raiden had his own game, and it was great. Cyborg Raiden may be more popular, but it just wouldn't be a very good Metal Gear if you clanked around an enemy base sacrificing all your limbs for no real reason...

It's not a very strong one. If he wanted to switch back it would be a much easier process than becoming a cyborg on the first place, which would also still be possible. That said I still like the "not Raiden" theory, and it seems the hair and eye color make sense (though nothing else does) if it's Sunny.

The problem with thinking it's after Metal Gear Solid 4 is that you have to basically throw out and ignore everything that was said and done in Metal Gear Solid 4. And it's definitely not Sunny.

I agree, mostly, though there would be possibilities if they just hurled another clone at us. I think they have too much class for that, still, that's why I was suggesting the Madnar design connection. The Otacon thing is hilarious but like I said it's totally impossible. If anyone in the entire Metal Gear universe has learned not to try to be someone's legacy, I'd think it's Otacon...

its definaly Raiden and its definaly a Big Boss clone, No way in hell would Raiden or Four Eyes would ever EVER let her do that.

I'm going to go with "not necessarily Raiden" and "not necessarily a clone" for now. If Sunny was at that age Otacon would be like what, 50? Things would be very different... At any rate, Cyborg Ninja is a mantle that no character has reprised. It would be weird for them to break with tradition...
