Also, the game came out today (Friday). As a log in bonus, everyone gets a playable Kite that can be part of your party.

You probably tried downloading through the google store link above, right? If so, I suggest you don't despair.
Your phone probably is compatible with the game, but because you aren't no japanese (or at the very least your google play account + IP isn't) it tells you it's not compatible.
I should know, I played the beta (for a whooping half'n'hour) on my phone, yet now the store tells me it will not work on my phone.
It's basically region block, to put it simple.
And it's not exclusive just to this japanese game.

There is an apk in this games forum.. but besides that you need 4.1 or so.. if your running some earlier Android... I suggest getting a new phone asap... metro pc's should have a fair one for $70 or less

It seems to be getting a lot of negative reviews. Do you think it's mostly from western fans?

Too much female characters. I don't mind it but when all characters you encounter, speak with are 99% ladies, meh. I've seen like one guy so far.
