Well from a picture, he might be a twin blade, and I think it s a thing with main characters (with the exception of Tsukasa) to be Twin Blades.

Why is it called "R:X" now though, other than just R:3 or something? Could that be some plot device? Or just a way to mess with people's heads into having them get ideas like it can be the last The World (unlike if it was R:3 where it could be just "another" The World) and they pull off something else?

I'm more confused by the fact that R:2 closed down a year after the events of GU. It just seems to soon. They better have a good explanation for that.

I think that since it's a handheld version of the game, it's not really considered a sequel.
Example:
In the Ace Combat Series, it goes
1,2,3,4,5, and the Ace Combat X, which is for the psp, but then the series ges, 0, then 6. So that's my theory.
