It took roughly seven to nine months from the release of rebirth in japan to the release of rebirth in the us. Supposedly, Reminisce is longer. And it is not the only logical reason. They are localizing the game, that takes time.
Plus, just because it's official never means it's up to date. Look at dothack.com. It says the last time the North American site was updated was 9/16/2005. Lol
And the 9/16/2005 was the last time they changed the site. That doesn't mean they haven't added anything. If you look through the menu, you will see that they have added several new screenshots from Reminisce.

Anyway, we don't know that they're finished with everything. They're probably just putting the finishing touches on. They also have to test the game to find any errors in translation.
And as I mentioned, the game is supposed to be longer, so it would take slightly longer to finish.

They've been testing the game since Febuary apparantly. I think it's pretty much complete.
As for the Roots thing here's my guesses.
1. They changed their mind and decided it would be better to play Vol.2 first(it is an odd point to stop at, right around where the spoilers start.) and told CN to stop.
2. CN started reairing anyway not caring about Bandai's plans. (Perhaps they are still bitter about the Gundam SEED disaster, and did it intentionally, or just didn't care.) In which case they will probably just giving up on Roots and release Vol.2 as scheduled as they really can't delay much longer as they have to start with Vol.3 soon.

I sort of believe the opposite of what most people are saying. Everyone thinks that they are holding off on the game until roots finishes. But right now, it's looking like the other way around. I figure they're holding off on finishing roots until after Reminisce is released. Although episode 23 would have been my choice, because the last 3 episodes are probably the most significant. 

Well this is just rumors but apparantly Bandai forced CN to air SEED during it's regular hours and edit it so that young children could watch because they wanted to increase sales of their action figure line. The resulting dub with horrible gun and sound effect edits and disjointed scene cutting to cut out shots of people in cockpits to make it look like noone died, caused the show to completely tank alienating Gundam fans and regular viewers alike and pretty much killing the franchise here in the U.S. CN had to move it to latenight because it's ratings were so bad but the editing had already been done and refused to air the sequel series as a result. the Altimit Corp site was really fun last Year. It doesn't look like there going to open the site again this time though. Last time it opened a few months before Vol. 1's release. It doesn't seem like there would be time to earn enough GP for prizes (with the May 8th release date). I hope I'm wrong because I want some more free stuff.

No. There was no Form to print and Email. It was a promotional site for Vol. 1. You sign up and start with 50 GP. You can earn more GP by completing the "missions" that were posted a few times a week. My favorite one was when we had to follow clues to find AIDA somewhere on the net. In another mission there were a series of "wanted posters" printed and they sent one to each member. GP was given for posting it to a site, and the first person who found and collected all the posters won a free Special Edition copy of G.U. There were also other ways of earning GP but once you have enough for something you want you go to the altimitcorp store and buy it using your GP as real money (Free shipping). I had a lot of fun and walked away with a //sign wall scroll, some pocky, AI Buster Vol. 1 and a G.U. vol. 1 promo keychain.
