It's a controller where you flick a switch, and it hits a button (In this case, the circle button) faster than humanly possible.

They are truly great inventions, unless you play a game that purposely screws you over for using them >_>

Actually Metal Gear Solid doesn't actually do anything to do you even if you do use a turbo controller even though Ocolot says he'll know. That series is good at screwing with you though.
