Well, it's true that the consciousness of somebody who is data drained remains in the world somewhere, however unable to actually do anything. That's what I mean by 'limbo'.
Well first of all the area was probably protected so they couldn't get out. Another reason is that they were confined to that area like in Legend of The Twilight Rena was confined to that one room even though that was not related to the twilight incident. Well the ones with the bracelet are also protected from being confined. All of the characters with the phases should be protected from losing their conscienceness even if they are in comas.
