Actually I think I already know who he is. Remeber they said to put up that antenna? I think he is the spy for TaN to find out about Ovan.

but the Antenna was meant to track Haseo
and, if i remember correctly
Haseo met Phyllo
before Tawarawa got that assignment

Phyllo came to haseo after the antenna order. I guess we won't agree on this but I'll stick to my theory sounds to fishy for me to pass up.
