Well, lets see. Anderson cut his head off and he lived. Anderson BLEW his head off and he lived. He's went 400 years without a single drop of blood, and he lived. So its plausable that the only way to kill Alucard(I dare you to spell his name backwards and not gasp and Volume 8.) is to destroy his entire body. Now there are a few people who could do that.
Itachi Uchiha(Naruto)-If he uses Amaterasu and doesnt take his eyes off of him, then Alucard will burn into nothingness.
Sesshomaru-With Sesshomaru's new sword, all he'd have to do is cut off Alucard's are and he'd stop regenerating and just keep getting cut.
Van Hellsing-Enough said. And if you don't get way,the you PHAIL.
Akari(Samurai Deeper Kyo)Most f you haven't heard of her,so I'll make due and point her out. Akari has on HIS(he's a cross dresser)left hand, the True MEdusa's eye, and one look into it will turn your body to dust. So bye bye Alucard.

Really though, Albedo from Xenosaga probably could. As the White Testament he pretty much is nothing but conciousness given shape and able to take part into our physical realm beyond the laws of nature. And if he still can't beat Alucard at least Alucard wouldn't be able to defeat him either :P
And i'd like to see how he would be able to defeat a SSJ4 Broly from DBZ.

Regeneration: Alucard's ability to regenerate is considerably greater than any other vampire's, and may be due to the Hellsing family's experimentation. He has regenerated from a pool of blood and from being blown to shreds by gunfire.
Superhuman senses:
Incredible accuracy: Alucard has been known to hit targets at great range using handguns while looking the other way)
Superhuman strength: extent is unknown, but Alucard can physically rip humans apart with ease.[2]
Superhuman speed: He can move faster than can be seen.[2]
