No, Haseo's armor is just a look. He only has strong armor because he has the Broadsword class.

Think of it as an evolution of his armor compared to the first time you meet him; Twin dagger Haseo; Wears some weird leather on his chest and little armor, Broadsword; Much more leather and armor along the shoulders, Flicker....He's a friggin dinosaur.

And it was to make Haseo look unique. I'd feel pretty stupid running around a bunch of people wearing the same armor with different color schemes.

Tight clothes would be more aerodynamic than loose fitting clothes. Haseo, in his Twin Blade form, sacrifices defense for speed with his leather vest and tight pants to perform rapid attacks. An Edge Punisher would still require the flexibility like a Twin Blade to wield a larger weapon, but not so much that it inhibits a good defense that one would need since the swing delay increases. Flick Reapers would also need more armor since they once again find themselves with a slow attack speed but, with a highly aerodynamic weapon, they don't need to give up some of the heavier armor designs to gain more rapidity.
