No, Cyber Connect wanted to make absolutely sure to piss it's customers off as much as possible. They also wanted to make sure no one ever bought another .hack game again, so that less people would fill up the hospitals (its expensive to take care of those lost ones, ya know)

The duals are still useful. They serve the same purpose as before. They are quick and good for beating up on one small enemy, or one slow enemy.

Not like you really use the blades on the guns anyway. Just ofr surprise attacks and JUSTICE.
