That's simply an assumption based on the fact that they're essentially the same characters. Until we see Tohta in the English version, we won't have an answer.
Incidentally, if I'd known Tawalaya would become Tohta when watching the Japanese version, I wouldn't have thought his Seiyuu was very suitable. He changes his voice for the role, its entirely possible that Mark Acheson will use a different voice as Tohta.

Yeah, that makes sense. I've never heard Mark Acheson using a voice that I would say is suitable for Touta, but he probably won't sound the same as Tawaraya.
I just realized something. Tawaraya's name was changed to Tawalaya... Didn't the same happen with Atoli? She said she's named after the brambling, but that would be Atori, right?
I guess I never before realized how truly interchangeable the letters are...
