I just ment that she couldn't alter her equipment, so she had no controll over her stats. That in mind, since she didn't fight much, it makes sense for her to be low level, right?

It would, but since when has Tsukasa's condition ever made sense? He breaks every rule in the game. His score for Defense is probably "Chipmunk."

He was never actually data drained,just hit with an attack that we call a weak version.
Silver knight wa snever affected level-wise,so we assume Tsukasa wasm't either.

On the other hand, Tsukasa had to be Data Drained for real to bring him into a coma. Whether this effected his stats is unknown. Probably not though, since other coma victims didn't take any stat reductions.

The Data Drain skill used by Azure Flame Kite is of a different kind from the Data Drain utilized by Morganna Mode Gone, the Twilight Guardians, etc.

Data Drain will always be data drain and it will never be anything but Data Drain. Since it's a power used by the omnipotent powers of The World, it's capable of doing a lot of things on several different levels of use. You can't cap the power of a god, and that's basically what it is.

Data Drain has a limit.For example,it,alone,can't kill someone.
The data drain used on Haseo can't cause coma's.It's esentially the same thing,but Azure Kite lacks the ability to allow it to cause comas,or it would be more fair to say,he can't do it because of what he is,and what he's meant to do.
Morganna mode gone simply never told the phases to restain data drain,and Kite never felt the need to,or couldn't,but he on;y used it on monsters so it didn't matter.
And we know that data drain/braclets can have limits built in,as we see in the case of Shugo.His drain can't cause comas.Hell,it may be that Shugo and Azure Flame Kite have basicly the same braclet design,just on different levels(one was made with AIDA in mind,and the other was just a whimsical joke of the original braclet,but both have pretty much the same abilities.)

However, I do agree with you on that matter, but the limitations on data drain were always up to the creator of the object in question. Morganna Mode Gone's Wave and The Gaurdian as well as its clones, had a data drain that was close to unrestricted due to the fact that Morganna was a firm believer in Macheavellianism, (politcal joke), and since the ends justified the means, the best way to go about it was to eliminate everything in her way. Aura's granted data drain was more restricted due to her nature in not wanting unnecessary casualities involved, therefore, Azure Flame Kite's data drain was much weaker than the Wave's. Who's to know what a full on data drain by a creator program could do? The closest we get to seeing that is Corbenik's Drain Heart at the end of Quarentine and that was total carnage.

Data drain has a highest limit,or else Morganna would have allowed it to kill,instead of draining and comatizing.
In the end,it's just another program in the blackbox,and the potency of it cannot be upgraded.Only downgraded,by whomever draws it out.
Thus is the nature of the blackbox.
The Drain the phases use is the full drain,becuase Morganna never restricted it,and thus she passed the full version onto them...Well...technically,Drain Heart is the true Data Drain,and Corbenik/Morganna was the only one with it.

Anyways,that's the long and short of it.
To summarize:
Data Drain has prebuilt limits,as set by the blackbox,and can be furthur modified by the person or AI the pulls it out of the blackbox.
Morganna's Drain Heart is the most lethal,and purest form of Data Drain.
And example of data drain being toned down can be seen in the examples of Azure Flame Kite and Shugo,who share almost reflectionate braclets.
Both can degrad levels,both can eradicate bugs,and both don't need protect break.
However,Azure Flame Kite can cause some mental pain with his,unlike Shugo.
Both braclets are great examples of the Data Drain effect being tonned down.
Data Drain can also alter data,and act as some thign that damages stats or protect stauts,as we see in the case of <any Phase> vs <any IMOQ party member with Kite>,where we see damage.
The protect status one comes in with G.U.,where we see <any phase> vs Skeith,where the data drain can be used before protect break,and damage the protect status.
It could be possible that Kite and the phases(almost definatly the phases) could do this as well,but the phases can't protect break party members,and Kite himself dosn't want to increase viral infection,so chooses to wait entirly.

Maybe he was pathetically low leveled, based on the fact that he never wants to do anything? But I could be wrong on that too, as he was seen adventuring by himself so that could mean he was just a loner, which probably makes the most sense.
