Please aid me in this ANNOYING endeavor..

I have looked in SOOO many areas... but I have NOT been able to find these two people to complete Bikman's Flyer quest.
yabu - Beast Female/Field Medic
RYOGORO - Beast Female/Field Medic
I don't know what level area to go to. I've been to places in Delta and Theta, and I dunno where the heck to find them. I know they appear at random, but it'd help if I knew where to look.
Can anyone help me?
