Flying Whale Passengers and Shops

Hi everyone, ULFRIC here~

I was wondering, the shops seem to cap out at Lv. 5. After that, is there a point to having people still working the shops or should I shuffle them around the hang out areas so they can do the cutscene things?

After getting the shops to Lv.5 passing 'em around ta unlock the fskits is all well an good. A good reason to have at least 1 character at each shop after Lv.5 is to have a friendly face waiting when ya go to do business there! Otherwise you're stuck with Toki-runty greeting you each time x.x
