Radio uchikon...?

Finally found the forum again (never thought to check the front page...), so I thought I would get a nagging question off my chest from when I used the CodeBreaker on Mutation.
If you don't know what this is from the topic title, get a cheat device and put in a code for all BGM's. It's the last one aside from the default.
BGM 51 on the desktop is something called Radio uchikon. From what I understand, this is not what BGM 51 is by the time you get to Quarantine, but nevertheless, I got curious. I listened to it and well, yes, it sounded like a radio interview, but not understanding Japanese, of course, this wasn't going to tell me anything. It sounded like a fun listen though otherwise.
And no, you can't keep it on as actual background music.
I Google'd the name and didn't see any links that appeared to have any relevance. I checked this site and got nothing (maybe I just hit the wrong sections or the links didn't specify this?). So does anyone know what exactly this is, and perhaps have a link to a translation?
I'll kick myself if it's on the DVD, I have yet to check it.
