Uhhh....If you didnt know,DBZ in japan is just Dragon ball....All lumped together....So General Blue being in there doesnt suprise me....Arale does.Why?Shes from Toriyamas Dr.Slump.....Thou there was that one cross over chapter...Maybe thats it

If I recall Goku in Dragon Ball met Arale in the manga. I forgot I need to check wikipedia again -_-

Never played any of the other Tenkaichi or Budokai games?
It's not just characters from DBZ it's characters from the entire DragonBall Universe, meaning from DB, DBZ, DBGT and all the movies.

Yea,that was the crossover chapter.Dr.Slump tried to fight the Dragon Rader...teh babeh did it thou.
