I think it eventually grows to the point to where the AIDA seperates from its host body and shows its true form which in this case was actually Cubia.
The final form of AIDA isn't Cubia. Cubia is a fail safe in the blackbox created to keep the key of twilight from falling into human hands, and thus preventing it's pervertion. The closest thing we've seen to an AIDA being is Haseo's B-st form, and we can't even confirm that yet.
As far as strongest goes, all the avatars are equal without a user. This is true because they can't manifest, and thusly can't have any powrr whatsoever.
When an epitaph connects to a user, the heart of the user and the level of the character affects the avatar. Any avatar can go berserk, as well.
When things started, Corbenik was the strongest. Ovan's goals tied with Ovan's level set it higher than the level 20-some Skeith(in the canon story).
By the end, though, Skeith was partially fused with the key of Twilight, as well as Haseo's heart and level. Haseo and Skeith's bond is also greater than any of the others, so it's greater.
So I restate:
initially, Corbenik is the strongest. In the end, though, Skeith was the strongest.
