Because we're never seen someone become a super-unreturner? He was already a Lost One, what the heck does dissolving mean? Nothing? Everything? This wasn't explained in any real way until Returner, and still all we really know is he's back in The World. His comatose body never turned up in the worldwide search for him, and it's pretty hard to feed yourself in a coma. It's not a cliche because as far as we know he didn't die, he didn't live happily after after, and he didn't ride off into the sunset. What else is there usually?

I believe they did find Ovan's comatose body in the real world. I remember in Redemption reading the news forum that the Network Crisis aka when Rebirth activated, CC corp blamed it on a man who they said was Ovan's real self. However when they found him he was already comatose.

Just b/c they framed him for the AIDA incident doesn't mean they knew where he was. He was an employee of the NAB after all, plus he was a hacker with Ovan.
